NOTE: Since we are moving to modular Volttron, make changes to the openadr-ven agent here. Then submit a PR to merge the updated agent into both this repo and legacy volttron (i.e. https://github.com/VOLTTRON/volttron). The 9.0 release should include all the latest changes from this agent.
