Copyright Headers: SPDX #584

The copyright headers in our repository do not contain Software Package Data Exchange (SPDX) identifiers, which is required by the Eclipse Foundation Project Handbook.

Acceptance Criteria

All source code files have the following SPDX license identifier: SPDX-License-Identifier: EPL-2.0 OR BSD-3-Clause
Used identifiers listed in NOTICE.md

SPDX in header sounds new to me, I guess I missed this requirement.

I'm not sure if we should use OR or AND but I think a OR is more appropriated as I understand that user should accept the term of one of the license. :thinking:

About EDL there is no SPDX Id and following this message of Wayne BSD-3-Clause should be used.

So I understand it should be :

SPDX-License-Identifier: EPL-2.0 OR BSD-3-Clause
