feat: add workflow to sync main branches from upstream #141

We keep a fork of all the eclipse-zenoh repositories in the ZettaScaleLabs org so employees can push their code to a central place since they don't initially get contributor permissions in the eclipse-zenoh repositories. This scheduled workflow keeps the forks synced every 2 hours.

Closing this in favor of creating a private repository to run these kind of workflows under the ZettaScaleLabs org
