When running the plugin-crates-debian in dry-run mode, some Debian package will be be unavailable (such as zenoh-plugin-mqtt depending on zenohd or zenoh-backend-influxdb depending on zenoh-plugin-storage-manager). In such cases, it doesn't make sense to attempt installing the packages. During a live-run, installability would be checked still.
