Currently the "development version" is 0.11.0-dev which will never be released. It makes sense to tag the first commit after 0.10.1-rc with 1.0.0-dev. Which is much less confusing for anyone reading the commit history in the future. Likewise for anyone using main right now.
This is especially important for auto-generating GitHub release changelogs, where a tag interval is necessary.
