Group Rust checks in an action

Describe the feature

Repositories that include Rust crates typically perform more-or-less the same Rust checks in their CI.

• Run Clippy
• Check code formatting
• Run tests
• Run rustdoc (not currently done)

Generalizing this process as an action would make it easier to add more checks to all crates at once:

• Check for unused dependencies (cargo-udeps)
• Check for un-allowed licenses (cargo-deny)
• Check for security vulnerabilities (cargo-audit)
• Verify MSRV value (cargo-msrv)
