[Debug] Missing Windows debugger #132

aCute currently ship debugger support, and also an actual debugger for linux and macosx. It's missing a debugger for Windows. See https://github.com/Samsung/netcoredbg/issues/4

Should be fixed now. That said, as I don't own a Windows machine and don't have a Windows VM (nor am I interested in having one), I didn't test it.
