Add an option to activate the DnD functionality manually for Windows. It was issued under JRE 17: https://github.com/eclipse/chemclipse/issues/1354
Using JRE21 might has resolved this issue: https://github.com/adoptium/temurin21-binaries
Hence, test it with a flag.
