I ran out of time again today so could only create this rough progress PR.

The Tycho build does complete, successfully, without running tests:

The build uses this generated target file which has only one old dependency:

I really need to do more/deeper analysis. You're more than welcome to selectively take these changes and apply them to master.

I likely won't have much time with travel in the coming week...
