Make sure we can push tagged builds to ghcr #130

This is for manually triggered builds on tags

seems right to me. Would we want to update this also in https://github.com/eclipse/kuksa.val/blob/master/.github/workflows/check_push_rights.yml ?

Yes, if nothing else we need a discussion when we will split repos, we should preferably not have multiple instances of this workflow but rather a common one (in kuksa-common?) that is referenced by all others. Created an issue at https://github.com/eclipse/kuksa.val/issues/628
