maintenance: Fixed SeatService build, integration tests, github actions

Maintenance fixes:

• Seat Service

  • Build on ubuntu-20.04 for more compatible binaries, reverted conan compiler.version to 9
  • Added revisions for conan recipes and fixed conan version (>=2.0 is not compatible)
  • Dumps added to CMakeLists to help troubleshooting protoc versin errors
  • Added grpc status handling in SeatPositionSubscriber
  • Fixed registered seat service metadata types to match VSS 3.0 in databroker container

• Fixed integration test and vss type of service position

  • Added getting vss3.0 json from kulsa.val git in vscode databroker script
  • Fixed expected metadata type for Vehicle.Cabin.Seat.Row1.Pos1.Position

• Fixed vscode scritpts to work with recent kuksa.val releases, added kuksa client vscode wrapper task

• Disabled megalinter commits, fixed github action versions, cleaned up warnings
