Improve Release note for the releases #452

The release notes is under major changes. In the next release, can you update Major release to Release Note? Also in the spec doc, please introduce the list of issues you have done for that release. Thoughts? See example for the recent MP Health Check 2.1 release

@Emily-Jiang , we have the https://github.com/eclipse/microprofile-metrics/blob/master/spec/src/main/asciidoc/changelog.adoc document, which is built into our spec. Does that cover what you're looking for here, or is this more about just switching to a common name for the doc (ie. release_notes.asciidoc), and a common position for including the file (bottom of spec doc?)
