SPEC: indicate that scope and app names must be acceptable tag values #713

The tag value may contain any UTF-8 encoded character

originally, when I was about to create this issue I thought the allowable values were more restricted. Doesn't make much sense to write a restriction to say your string can only be UTF-8 into the spec.
