Restructure to include metrics and merge specs together - prototype 2

Reserve all of the content for the previous version but add specs metrics

Specs has the common part and the specs under metrics and tracing only related to the respective areas. No backward compatible changes introduced.

The current project layout looks like this: (formatted as folder-name:maven-coordinates)

- spec: org.eclipse.microprofile.telemetry.tracing:microprofile-telemetry-tracing-spec
- tck: org.eclipse.microprofile.telemetry.tracing:microprofile-telemetry-tracing-tck

With this proposal, the project layout would look like this:

The spec source files are arranged like this:

spec
- src/main/asciidoc
- microprofile-telemetry-spec.asciidoc (the main file for the spec)
metrics
- specs
- metrics.asciidoc
tracing
- specs
- tracing.asciidoc

Notes:

The asciidoc for the metrics part of the spec is currently located in the microprofile-telemetry-metrics-parent module
- I'm not sure if this was intentional or whether it was meant to be its own module
This is similar to the current project layout, with a split between metrics and tracing at the top level
In this project layout, the tracing TCK has the same group and artifact ID as before
