Create a project structure to add Metrics support #141

We are working towards adding Metrics to this project. We need to agree on the structure.

I have created two proposals for us to evaluate the new project structure. Proposal 1: create API, Spec, TCK: see here Proposal 2: Spec, Tracing, Metrics: see here

@JanWesterkamp-iJUG thanks for posting this diagram! IIUC, this is same as the proposal 2. If not, can you elaborate the difference and detail this as proposal 3 for further discussion and next week's decision making.

At today's MP Telemetry call, most of us prefers Proposal 1 as indicated in the minutes here.
