Definition of otel-spec-version and otel-java-version attributes in microprofile-telemetry (parent) project maven POM.

@Emily-Jiang, I added the patch for the first part. A separate 2nd one will follow for the OpenTelemetry version updates.

I also found some issues, that should be addressed in the microprofile-parent - I will create an issue to discuss them there and than can create patches for it too.
