Only mention the major.minor version on the spec doc #70

Update the spec so that only major.minor of OTel version is mentioned so that the impls can pull in the micro version of OTel updates without the need to re-release the spec.

These changes look correct to me.

There are some comments at line 35 in the spec asciidoc file listing the properties which are defined in the POM. These comments should be updated to list the new properties.
