Is there a plan to upgrade paho.mqtt.java? #989

paho.mqtt.java is a good product, many of our products rely on it，we'd like to know if there's a upgrade plan for paho.mqtt.java.

Because paho.mqtt.java 1.2.5 has been released two years ago,third-party parts that have not been update for more than two years are at risk of decay and replacement ,we very much hope that paho.mqtt.java-1.2.5 has an upgrade plan.

@rdasgupt, @icraggs, is there any chance you could trigger the next release? There have been quite a few bug fixes since the last one. I'd be happy to help if there is anything I could do 😃

1.2.5 is release nearly 3 years ago. I can see there are changes in library so any near future plan to release stable version again @sconvent @ralight @fuhao2012
