Add Code of Conduct and Security Docs #799

The lack of these documents has been noted as part of the "Eclipse Paho Progress Review 2023.12" as noted in: https://gitlab.eclipse.org/eclipsefdn/emo-team/emo/-/issues/653

Docs are as per the document generator: https://www.eclipse.org/projects/tools/documentation.php?id=iot.paho Did not add Notice file as this is being phased out (as per generator notes).
