Make SWT-Chart Translateable via Babel #99

Now we have the necessary externalized string we should participate in the Eclipse-Babel project to allow easy translation by the community: https://wiki.eclipse.org/Babel/FAQ#Committers_FAQ

I just tried it, but also have no idea how to add SWTChart to Babel. Hence, I've assigned the ticket to the Babel group: https://bugs.eclipse.org/bugs/show_bug.cgi?id=559143

Swt chart seems now to be in Babel project :-)
