Update Honeywell and IonQ backend info #581

Summary of changes for this PR.

  1. Honeywell: update URL only
  2. IonQ: change terminology from 'calibrations' (deprecated) to 'characterizations'
  3. IonQ: update backend url and target hardware to qpu.harmony
