Update composite site for marketplace #1844

The Xtext marketplace entry is referring to the composite site https://download.eclipse.org/modeling/tmf/xtext/updates/composite/marketplace/

This site has to be updated when a release is deployed.

Added manual instructions to Builds.md and updated the composite site for release 2.23.

Missing is now to automate this step.
