[doc] Document Parser Rule Fragments #2426

The Grammar Syntax document does not mention Parser Rule Fragments yet. A section explaining this feature should be added to the Parser Rules section.

Issues regarding the documentation should be reported to https://github.com/eclipse/xtext/issues, since that's where the website is still built from (maintenance branch).
