Add actors of Synchrotron Soleil

Synchrotron Soleil have built a large collection of specialized actors, used in 
their beamline sequences.

These will be made available, with their dependencies to Tango etc.

In a first step, we'll just provide 2 "bulk" bundles.
These are not part of the "core" Passerelle release package, but are provided 
as a first contribution for an extended actor library.

The goal is that Soleil can then migrate their internal release builds to the 
Google SVN projects.

Later, after the final v7.0.0 tag on Passerelle, the actor bundle will be split 
and the dependencies will also be "bundle-ized" to make stuff more modular.

Upload done.

Project fr.soleil.passerelle.dependencies contains all sorts of 3rd party libs, 
Tango etc packaged as jars inside the bundle.
Project fr.soleil.passerelle.extensions contains the actors and some extra 
utils.

TODO : register actors as extensions so they appear in the workbench palette.
