Create feature projects #21

To ease modular builds and different ways of releasing/packaging binaries & 
product, the eclipse "features" approach is a useful way to define groups of 
related bundles/plugins.

We will provide 3 feature projects, 1 each for passerelle-core, ptolemy & 
passerelle-eclipse-workbench.

Feature projects have been committed.

Still need to redefine the basic Passerelle workbench product to use the 
features i.o. listing all individual plugins.

builds on Hudson with Tycho are now referring to the feature projects, creating 
p2 repos etc.

(but product definition is still plugin-based)
