Split fragment com.isencia.passerelle.actor.conf in conf&help #23

Help support is currently only useful for the RCP workbench.
The config info about actors&groups (based on the corresponding Passerelle 
extension points) is also usefull in other contexts.

So we need to split this in 2 fragments that can be used/combined as needed.
