Implement workflow break-points as in DAWN #53

I'll start to migrate the changes Matt Gerring did to dawn-iscenciaui.git in 
order to enable workflow debugging by setting breakpoints. As these changes are 
all in the workbench part of passerelle@google I assume that no code review is 
needed, otherwise please let me know.

Breakpoints are now part of the new runtime services, as defined in issue 56.

So I propose to close this issue and track everything via the work done on the 
new services.
