Add a new 'Start' source actor

It would be very useful to have a simple 'Start' source actor in Passerelle and 
DAWN. Today I use mainly the Scalar/Constant actor, which has two 
inconveniences:

* A scalar value is created which is in general never used

* The Scalar (DAWN) and Constant (Passerelle) source actors are of type 
triggered source which means that they have an extra trigger input which is not 
needed

In the Passerelle EDM there's such a simple 'Start' source actor. Could we add 
this actor to Passerelle?

After a discussion with Erwin I decided to add a Start actor to DAWN. We can 
think of adding a 'generic' Start actor to passerelle once we have a common 
messaging component.
