Selective deployment is not working #241

It seems like selective deployment (only deploy npm packages if code in the client package has been changed and vice versa for maven projects) is currently not working. Commit 8eebdf9c55e1ede290144e27f8e99ec3072260f1 only effected server code but still resulted in new npm packages with the 0.2.0-next.8eebdf9c version
