Some time since the introduction of the UML LightUse Case Diagram, it seems that it has attempted a take-over of the Package Diagram. Creating a package diagram results correctly in a diagram object with type="PapayrusUMLClassDiagram" and diagramKindId="org.eclipse.papyrus.umllight.diagram.package". However, its icon in the explorer and editor tab looks like the use case diagram, and its palette also is the use case diagram's. None of these tools work, except for Package, Comment, and "Comment link", of course.
