Because of the common content of package and class diagrams, it was necessary to more-or-less do these together.

This pull request adds

XWT resources for all of the supported concepts in package and class diagrams
additions to the UML Light properties context model to register the XWTs
a custom multiplicity editor that is used to simplify the multiplicity property for elements that have it
a properties environment model to publish the custom multiplicity editor to the framework
