Add facility to store amend and set longmynd reset/scan dwell time #45

longmynd will now accept a parameter (-r, TS timout in ms) to adjust the time it waits for a valid TS before resetting the signal search and if set, move on to the next frequency/SR combination. Request the ability to store this parameter in config.yaml, amend it from the GUI and apply it to LongMynd.
