Implement initial parameter check when connecting #85

86 parameter settings when parameters are loaded from device. Parameters to be checked and their target values will be specified in `ParameterCheck.xml`.

Checks parameters of vehicle
Gives check report at connecting
Enable check and path to ParameterCheck.xml in preferences
