Including compiler upgrade.

It's working now we're skipping gnu-11@macos-12 but that's not great. Wil leave this open for now in the hopes we can get the compile error fixed soon.

Looks like it's actually a linker error and not the fault of eckit. Not a lot we can do about it for now. Let's go ahead with this.
