Update version of anemoi-datasets and anemoi-utils in requirement file #55

What happened?

I needed to install the newest version of anemoi-dataset and anemoi-utils to run anemoi-training with changes introduced by this PR: https://github.com/ecmwf/anemoi-training/pull/43

Do we need to update the toml-file?

What are the steps to reproduce the bug?

anemoi-training train

versions for which the training does not work anemoi-dataset: 0.4.4 anemoi-utils: 0.3.13

I think the same is true for anemoi-model with the current head of develop (98b506d6beec09c9cefed17d4d215b7adce2abad).

anemoi-model should be pinned to >= 0.3.0
