Windows: fix path to windows testing bashrc #7

This commit allows users to specify the path to the windows testing bashrc for their project instead of assuming where the file will be found.

Some additional info: this commit will help the ecCodes extended tests to pass on Windows. It's not massively urgent so I don't think it needs to be added to a hotfix branch.
