As the wheels for Linux or Windows are missing from PyPi for the latest versions, they need to be created manually from the repository.
When doing so, the following error can be read (in Linux or Windows): fatal error: eccodes.h: No such file or directory
From the repository, execute, in Windows or Linux: python setup.py build
