I think updating must be a good idea. What are the relevant changes with this new version of eccodes?

I have added a new function to the Python bindings and my tests in ecCodes-python are failing. This is because ecmwflibs is pulling in v2.26.0 which does not have that function in its API See https://github.com/ecmwf/eccodes-python/runs/8039529287?check_suite_focus=true

This looks good to me. @sylvielamythepaut, should we trigger the ecmwflibs release now?

I changed the base to feature/skinnywms and will create a new prerelease first as we're already preparing a new release.
