Add Linux CI #11

This PR adds Linux CI

It's been blocked for ages on an upstream ecCodes change. It's now blocking downstream work so I've added a workaround to get it working.

Ah, of course, this isn't going to work until https://github.com/ecmwf/eccodes/pull/10 is merged or some other solution is proposed. We're using ecCodes from conda-forge which gives us the wrong path to libm.so and breaks the build.
