Attempt to fix GitHub CI #1

ecCodes CI uses libaec@master to build so we probably should too.

Whoops, I've branched from master instead of develop. Will sort that out so this PR has just one commit.

CI isn't fully fixed but is better than it was before. The improvement has exposed a different build problem on ubuntu-20.04
