Global Settings Page

Is your feature request related to a problem? Please describe

Stakeholders want to change settings for all spectrograms, not just one-by-one. Stakeholder-S and Stakeholder-C also would like the possibility to re-configure key bindings. Stakeholder-P wanted to be able to toggle the automatic page change on and off, also something that could be done in a settings page.

Describe the solution you'd like

The solution could be a global settings page. This could be a cog-icon on the page, opening a pop-up window (similar to the information page) where users could adjust the settings.

Additional context

The settings button should be with the other secondary buttons on the bottom of the page, above the progress bar.
