Progress bar should be interactive and show relative progress more clearly

All stakeholders expressed the desire to be able to interact with the progress bar and be able to click to change the page. Stakeholder N suggested having the number of verification tiles near the bar. Eg. 4/120. Stakeholder-S suggested percentages on the bar. Stakeholder-P expected to see a "handlebar" to adjust the progress bar. They also suggested using the scroll wheel to move between pages.
