Users have expressed the desire to globally change the default settings of spectrograms and axes components.

I suggest an oe-defaults component that can change the default look of all spectrograms & axes components that have not been individually changed (e.g. through an oe-media-controls element)

So two modes;

as a html custom element that allows for configuration of our controls at design time (so editable="false") and no UI
or the same element, that provides a user configurable experience (editable="true")
