Apologies for the large pull request. I'll try to keep them more directed from here on out.
Added initial Florida LSSM QGIS project with data for Santa Rosa Bay, Perdido Bay, and Choctawatchee Bay LSSM's, with symbology for all but Perdido Bay. The layer paths are all relative to the data in the repository, so it should be viewable regardless of what machine its loaded on.
I've added a few R functions to select observations in geospatial sf objects and to compare string vectors. They are pretty rudimentary and could use some improvement, but it is somewhere to start I believe. I've also added the Python code that I am using to pull GEOJSON files from projects that are making their layers available by ArcGIS REST.
I also added some documentation for the R functions I wrote and a guide. I'll open up Github issues for additional work to be done here should this pull request be accepted, as I see it this is:
Work on moving R code into a package.
Add unit tests for functions, or at the very least, have examples to ensure that the functions work properly on standard test cases.
Add documentation for Python script for pulling ESRI data
Continue to add data for additional LSSM and improve Florida LSSM map.
