Add dummy tests with GN, fixtures and CI

Test framework with dummy tests ATM.

• Launch a GN instance for tests
• Create or replace fixtures (records) from a list of XML record files
• Add a GitHub action that runs the tests

Uses the extended GN client, thus based on #10.
