Update travis.yml to use xenial 16.04 build env #60

SQLite only goes to 3.8.2 on Ubuntu Trusty which is Travis' default env. Newer versions of Django require at least 3.8.3

Coverage remained the same at 74.008% when pulling 60bf4a6bdb87f021e11384b7e1b0feb8e894e838 on pauricthelodger-patch-1 into c18c61c32870299e3ba4973e4975663915954a84 on master.

Guess that fixes our 3.6 build problem.
