放开babel版本限制 #93

Can one of the admins verify this patch?

好像这个无所谓吧，如果要使用 BabelProcessor 的话，必须本地安装一下吧，edp-build的依赖里面不包含这个东西的

我看的是1.0.15-beta.2版本，里面的babel-processor是直接require('babel')的，所以和连带着安装的babel版本有关系
