Use micromamba in CI and drop py3.8 #203

Testing out a new action for running our CI for DemARKs.

We should also drop the nbextensions like cite2c (isn't maintained much, and doesn't work with latest jupyterlab/notebooks interface), codefolding (already part of jupyterlab), toc2, collapsible_headings. All these nbextensions don't work today if we are using the latest jupyterlab, which we do.

We can remove the postbuild scripts by dropping these extensions.
