Updates to the metadata template. See #99

As per discussion in #99 for now, I'm going to close this.

The REMARK standard will not include metadata for the website configuration, which is what this file is for.

Rather, the REMARK standard will include a CITATION.cff in the repository with the code.

Then the website configuration metadata can be updated by an editor.
