REMARK cli.py

• Adds cli.py for REMARK automation
• Adds requirements.txt specifying the dependencies of the CLI tool
• Adds README.md section for the CLI tool
• Adds .yml files for each of the markdown files in REMARKs/
  • The REMARKs/*.md files will be removed once the website is prepped for a new ingestion workflow.
  • Citation specific metadata from REMARKS/*.md has already been added to each of the REMARK repos in a CITATION.cff
• Remove REMARKs/*.bib files in favor of the CITATION.cff files that can be found in each REMARK repository.
